ICF developed the Rental Unit Mix chart, which provides HOME Investment Partnerships Act Program (HOME) requirements for rental housing units when a tenant's income increases. The chart describes the rent to charge and what actions an owner, manager, or other administrator of a rental project must take to ensure compliance. ICF developed the chart under contract to the U.S. Department of Housing and Urban Development (HUD) under a technical assistance contract.
The chart can be used by grantees as well as owners and managers of HOME rental properties when a tenant goes over income (above 80 percent of area median income (AMI)) and when a tenant is above 50 percent of AMI but below 80 percent. Grantees can check the requirements for each type of tenant income increase as well as if the project has either fixed (always the same HOME units) or floating (HOME units float throughout the project) designated units.
ICF has worked with HUD on HOME and Community Development Block Grant (CDBG) technical assistance for almost 20 years, providing training courses, guidebooks, and online training and tools such as the HOME Rental Unit Mix Chart.
