ICF developed the HOME and CDBG Program Comparison Chart, which shows similarities and contrasts between the HOME Investment Partnerships Act (HOME) and the Community Development Block Grant (CDBG) programs. ICF developed the chart under contract to the U.S. Department of Housing and Urban Development (HUD) under a technical assistance contract.
The chart can be used by grantees to design their programs for rental and homebuyer housing, figuring how best to use each program source. The chart provides separate areas a grantee can use to check the requirements for each program, including organizational and funding issues, eligible activities, low-income targeting, affordability, unit requirements, and ongoing compliance.
ICF has worked with HUD on HOME and CDBG technical assistance for almost 20 years, providing training courses, guidebooks, and online training and tools such as the HOME and CDBG Program Comparison Chart.
