Dean Tesmer

Dean is an expert in environmental regulations in the transportation sector with more than three decades of experience developing timely and cost-effective solutions across federal, state and local agencies. Dean is passionate about protecting natural resources, promoting clean energy, and building infrastructure resilience

As a transportation services leader, Dean is skilled in preparing and implementing National Environmental Policy Act (NEPA) studies. His experience includes preparing and managing environmental impact statements, environmental assessments, categorical exclusions, and public involvement engagement for projects receiving federal funding from the Federal Highway Administration (FHWA), Texas Department of Transportation (TxDOT), and local governmental entities. 

Earlier in his career, Dean worked for TxDOT managing environmental documentation and conducting agency coordination for transportation projects. He focused on helping clients achieve project success while complying with environmental rules and regulations.

Dean earned a bachelor’s degree in resource and environmental studies from Texas State University.
