Michael “Strike” Messer joined ICF in 2018 bringing 27 years of military and DoD contract experience to the team. He is a Senior Program Director and Program Manager for the Army Research Labs Defensive Cyber Operations.
Retiring from the military as a senior officer, Strike is a combat-experienced pilot having flown and instructed in the F-15E, T-38, T-37 and T-6. He was a Cyber Operations Command and Control subject matter expert for the Joint Staff and served as Chief of Current Operations at US Cyber Command directing all offensive, defensive, and network operations. As a defense contractor, he was a director at a small business supporting USCYBERCOM and other organizations.
Strike holds a master’s degrees in Operations Analysis from the Air Force Institute of Technology and Human Resource Management from Troy University, a bachelor’s degree in Electrical Engineering from Worcester Polytechnic Institute, and holds certifications as a Program Management Professional (PMP) and Global Information Assurance Council Security Leadership (GSLC).
