2017 seems to be shaping up as another year of low scarcity pricing in ERCOT – the sixth in a row, including three years of the ORDC and the $9,000/MWh price cap. When will we see scarcity pricing finally return and provide greater payouts for generators? The new growth of solar and further wind, along with tightening supply/demand fundamentals, will provide greater chances and change the dynamics going forward. Further, a variety of changes being contemplated at the Public Utilities Commission of Texas could provide more structural upside to generators.
