Karen Holloway

Karen brings more than 25 years of expertise providing strategy, business transformation, and technology solutions for commercial and public sector clients in healthcare, environmental, and energy sectors. 

Karen leads strategy and innovation functions for the public sector, with an emphasis on technology modernization and federal health initiatives. In this role, Karen leverages her expertise at the intersection of functional domain and technology solutions to develop enhanced go-to-market solutions and approaches that meet emerging client needs. With a proven track record of successful client collaboration and program delivery, Karen’s approach emphasizes multi-disciplinary teams that integrate management consulting, science and technology, and enterprise solutions to solve complex challenges.

Prior to joining ICF in 2019, Karen was a partner with IBM, leading the healthcare consulting practice and the delivery of Big Data, natural language processing (NLP), and informatics solutions. Earlier in her career, Karen held a number of leadership roles in the healthcare market, supporting corporate development, growth, solutions architecture, and technical delivery with SAIC, SRA, Picis (Optum), and Booz Allen. With more than 20 years of Health IT experience spanning both commercial and government clients, Karen brings a depth of expertise and passion to the interrelated fields of healthcare research, bioinformatics, clinical informatics, public health, and healthcare data interoperability.
