Catherine is a certified planner with over 10 years of experience leading research, producing guidance materials, and developing plans to support transportation options at the local, state, and federal levels.

Catherine is a certified planner with over 10 years of experience leading research, producing guidance materials, and developing plans to support transportation options at the local, state, and federal levels. She played key roles in developing guidance materials for Caltrans planners, including the Smart Mobility Framework Implementation Guide and Mapping Application, Local Development Review Guide and Desk Reference, and the forthcoming Planning and Environmental Linkages Guide and Training Module. 

At the federal level, Catherine managed and supported several research and guidance efforts for the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), and Transportation Research Board (TRB) on the topics of performance measures, equity, asset management, and multimodal planning. These projects include the FHWA/FTA Assessment on the Effectiveness of Performance-Based Planning and Programming, TCRP Equity Analysis in Regional Transportation Planning Processes, FHWA Model Long Range Plans Guidebook, and the forthcoming NCHRP 20-05/54-08 Synthesis Report on Practices for Integrating Performance-Based Plans with Long-Range Transportation Plans and Statewide Transportation Investment Programs.

Prior to joining our team, Catherine conducted research and guidance for active transportation options in federal lands, led the Safe Routes to School Plans and Programs, developed local bicycle and pedestrian plans, and supported capacity-building efforts for the joint FHWA/FTA Transportation Capacity Building Program.
