Andrew is an Executive Director in ICF's European Consultancy business with responsibility for leading and delivering projects for clients on public policy.
He leads a team that provides support to Defra network, other UK government departments and public bodies, the European Commission and international organisations on the environment, food and agriculture, and climate change.
Andrew has a background in the biological sciences and environmental economics. Much of his work has focused on environmental policy issues. He has worked on and led many evaluations, impact assessments, policy research studies and technical support contracts for clients at UK, EU and international levels.
He has worked on a wide range of environmental policy issues, from tree health, recycling and resources to biodiversity conservation, air quality to better regulation, chemicals to waste trade, and on adjacent policy topics such as food policy and climate change.
He has conducted numerous studies requiring stakeholder consultation, collection and analysis of economic data and determination of prospective economic, social and other impacts. He has advised government departments on use of ex post evaluation and worked on the design of evaluations in many different policy areas.
As well as working in consultancy he has worked in government, as a member of the Senior Civil Service in the UK, and in a think tank, as a Senior Research Fellow and Associate Fellow at Chatham House. He was senior policy advisor for energy, environment and innovation in the Prime Minister's Strategy Unit from 2006 to 2008, providing advice to the Cabinet Office and Downing Street.
