Seth Hartley

Technical Specialist

Seth Hartley has 10 years of experience focused on issues at the nexus of maintaining air quality and addressing transportation needs. This has included numerous studies related to emissions and dispersion of air pollutants and resulting human exposure for a mix of public and private sector clients. His recent projects have included emission, dispersion, and exposure modeling to support development of the recently revised SO2 and NO2 National Ambient Air Quality Standards (NAAQS); conducting emissions modeling to support regional haze rule development; working with metropolitan planning organizations (MPO) to facilitate conducting project level conformity reviews with U.S. Environmental Protection Agency's (EPA) Motor Vehicle Emission Simulator (MOVES) model; assessing regional human exposure to mobile source air toxics from numerous transportation sources; assessing greenhouse gas (GHG) implications of projects; and training international agencies in air quality monitoring.

Mr. Hartley has a B.S. in Physics from North Carolina State University and an M.S. in Atmospheric Sciences from the University of Washington.
