Matt Boyer joined ICF in 2014 as a member of ICF’s Global Climate Services Team – a strategic growth initiative that leverages expertise in multiple disciplines across the firm to design and deliver programs in developing countries. Matt is a clean energy project manager with over 11 years of experience implementing international energy efficiency and resource management programs to promote sustainable, private sector led economic growth in more than 25 developing countries and the US; which includes living, working, and traveling outside of the US for over 5 years.

He recently served as Deputy Chief of Party for USAID’s Energy Efficiency for Clean Development Program (EECDP), a six-year $22 million global advisory cooperative agreement. Through this DC-based program, Matt contributed to the design, management, and execution of 23 separate Leader Award activities and 5 Associate Awards. These projects partnered with international USAID missions to address the key questions and critical barriers surrounding successful energy efficiency adoption, and pilot scalable strategies to pave the way for energy efficiency and demand-side management expansion across national, regional, and local markets.

Matt currently serves as Program Manager for a portfolio of 5 USAID-funded projects, and provides management and performance oversight for in-country operations, contract compliance, financial oversight, international recruitment, and personnel and subcontractor management. He holds a Bachelor’s degree in Environmental Studies from the University of Pennsylvania.
