Jeff Wheeland

With over 10 years of experience, Jeff is committed to creating a sustainable environment for everyone by adopting clean energy and energy efficiency.

Jeff helps non-profits, local governments, and businesses promote clean energy and energy efficiency to mitigate the impacts of climate change. With more than a decade of experience, Jeff specializes in program management of clean energy generation program management, business development, proposal management, policy, finance, and strategy. His considerable skills as a writer span proposal and policy writing, copywriting, and creative writing.

In the early stages of his career, Jeff developed binational environmental policies between the local governments of San Diego, California, and the State of Baja California, Mexico. He also managed the California Solar Initiative rebate programs in solar photovoltaic and solar thermal technologies in his role at a clean energy non-profit.

Jeff helped lead a plan to reduce solar installations’ soft costs in Southern California through the U.S. Department of Energy’s SunShot Initiative. The initiative expanded financing options for residential and commercial customers and streamlined permitting and interconnection processes. It also regulated net metering and interconnection standards across investor- and municipally-owned utilities in the region.

As a senior program manager, Jeff oversaw energy efficiency financing programs in Southern California, achieving $250 million in residential energy upgrades. He uses his proposal writing and management skills to earn over $100 million of awards for energy sector clients.
