Tom is an internationally recognised expert in the field of energy related product policy, specialising in in-use efficiency, standards, verification, certification and market surveillance. Tom has 14 years of experience supporting the UK Government, European Commission (DG ENER, DG NEAR, DG ENV and EASME), European Bank for Reconstruction and Development (Ukraine) and the United Nations Development Programme (Turkey).
Tom is a Senior Expert for UK Government on Product Policy. Specialising in Ecodesign and Energy Labelling, Tom provides technical briefings on regulations, as well as leading the product standard setting and review process, conformity testing and product technical assessment for the UK’s Energy Technology List. Tom is a Senior International Energy Efficiency Policy Expert for EBRD, supporting the creation of the legislative framework for Ecodesign in Ukraine, and in Turkey supported the creation and implementation of Ecodesign and Energy Labelling for UNDP.
Tom technically authored PAS 2030, the specification for installers of energy efficiency measures under the Green Deal and ECO, has authored a number of papers for international conferences, is a certified ISO 9001 lead auditor and holds an M.Sc. in Climate Change & Sustainable Development.
