Michael Lindsay is a consultant for a homeless management information system (HMIS) and a member of the National HMIS Work Group. He is the lead for the U.S. Department of Housing and Urban Development Homelessness Resource Exchange (HUDHRE) virtual help desk team, directing seven teams that provide virtual support to McKinney-Vento grantees under a community development technical assistance (CDTA) cooperative agreement with HUD.
Mr. Lindsay has 10 years of experience with the Allegheny County Department of Human Services (ACDHS) in Pittsburgh, Pennsylvania, where he administered the Continuum of Care (CoC) and the county's HMIS. During his tenure, the county's total annual CoC award increased from $9.1 million to $13.8 million. He also developed protocols for comprehensive cross-systems integration, directed all HMIS data analysis to inform system design and redesign, guided program development and outcome measurements, and managed HMIS expansion to comply with Homelessness Prevention and Rapid Re-housing Program (HPRP) regulations. He developed HMIS performance-based outcomes measurement protocols currently used by ACDHS in implementing performance-based contracting.
Mr. Lindsay has an M.B.A. from the University of Pittsburgh and a B.S. in Accounting from the Indiana University of Pennsylvania.
