Leslie is a disaster recovery expert with more than 20 years of experience managing CDBG and CDBG-DR funding. 
Leslie is a disaster management and response expert with more than two decades of experience in leadership focused on Community Development Block Grant (CDBG) and Community Development Block Grant–Disaster Recovery (CDBG-DR) programs and assisting states with the complexities of grant management. She coordinated launch preparation for the 2021 Kentucky and New Jersey state CDBG-DR programs. 

Leslie is also a disaster recovery subject matter expert and provides technical assistance and capacity building services to states as they develop their Action Plans and determine administrative needs. 

Earlier in her career, Leslie served as the community development administrator for the State of Iowa, where she provided regulatory, compliance, and financial policy oversight for the CDBG, CDBG-DR, and CDBG-CARES (Coronavirus Aid, Relief, and Economic Security) Act (CDBG-CV) programs.  

Leslie earned a master’s degree from Drake University and a bachelor’s from Humboldt State University.
