Dr. Federico Garcia has more than 20 years of experience managing economic research. His work has focused on regulatory impact analysis, benefit-cost analysis, jobs impact analysis, and economic development assessments related to infrastructure, transportation, safety and security, labor markets and immigration, hazard mitigation, the environment, and energy. He has led analyses of proposed regulations and retrospective reviews of existing regulations to evaluate whether the rules are achieving their intended outcomes or should be amended or eliminated.
Dr. Garcia’s analyses have been published in the Federal Register in support of federal regulation and quoted in a variety of publications and congressional testimony. He has published dozens of reports in his areas of expertise, prepared Reports to Congress, and authored studies appearing in peer-reviewed journals. Based on his two decades of experience with benefit-cost analysis, he has provided litigation support and served as external reviewer for analyses prepared internally by several government agencies. His clients include agencies at the Department of Homeland Security (DHS), Department of Labor (DOL), Department of Transportation (DOT), Department of the Interior (DOI), Department of Justice (DOJ), Centers for Disease Control and Prevention (CDC), and a variety of state agencies.
