Scott Ledford has more than 25 years of economic and community development experience, including experience with disaster and housing recovery programs. He led the deployment, ramp-up, and stabilization of the ICF Team delivering the New Jersey Department of Environmental Protection (NJDEP) environmental review compliance program for the expenditure of over $4.2 billion in CDBG-DR funds. He also oversaw the Rental Property Recovery Program in Louisiana as part of the state’s post-Katrina rebuilding efforts. He managed a staff of more than 300 people to deliver the $829 million program, which included more than 18,000 applications. In additional, Mr. Ledford conceptualized and led the creation of a neighborhood-level recovery tracking resource that was first used in the housing assistance centers, then ultimately deployed onto the internet, which the 100,000+ Road Home applicants could use to help them determine whether basic life, community, and commercial services were currently available in their neighborhoods throughout southern Louisiana.
