Chris Barba

Manager, Policy and Planning
Chris specializes in analysis of clean energy integration, decarbonization policies, and power market forecasting.   

Chris Barba is a policy and planning manager at ICF with more than 10 years of experience providing strategic support to public and private energy industry stakeholders. He helps integrate emerging clean energy resources, optimize Renewable Energy Credit portfolios, and navigate FERC and RTO/ISO regulations and tariff issues. His experience at the nexus of energy policy and clean energy technologies allows him to identify least-cost decarbonization and compliance pathways for clients. 

Chris came to ICF from a major United States electric and gas utility where he worked on policy issues dealing with federal regulations, wholesale energy markets, transmission planning and cost allocation, emerging technology adoption, and decarbonization planning. He also supported the utility in the areas of generation modeling and forecasting, and management of the company’s Renewable Energy Credit portfolio. 

Chris holds a master’s degree in business from the University of Colorado at Boulder Leeds School of Business with a focus in finance, sustainable business practices, and clean energy.
