Global Climate Efforts Benefit from Analysis of Intended Nationally Determined Contributions (INDCs)


With climate change posing one of the greatest, most complex challenges of our time, the stakes could not be higher for the parties involved to have accurate, objective information at the negotiating table and beyond. That’s where ICF comes in. Our climate change and development specialists can transform raw data into meaningful analyses that support better decisions at national and international levels.

When USAID’s Resources to Advance LEDS Implementation (RALI) project needed a way to compare the widely varied Intended Nationally Determined Contributions (INDC) submittals received prior to COP21 and the historic Paris Agreement, it turned to ICF. We analyzed documents in different languages which offered different depths of analysis and different interpretations of data, to create consistent, reliable country profiles that USAID was able to use as comparable baseline information in climate negotiations and briefings. With only one month to complete the work, ICF quickly mobilized a team of specialists in climate mitigation and adaptation, data analysis, regional issues, language, graphic design, and quality assurance. The final report profiles post-2020 climate commitments of 37 developing countries to help climate change practitioners understand the status of each country’s national climate position and make strategic decisions about future activities related to the Paris Agreement.
