Velma Danielson

Managing Director, Environmental Planning
Velma has more than 30 years of experience in water infrastructure, policy management, and planning. 

Velma Danielson leads our Texas water infrastructure and planning sector, based in our San Antonio office. She joined ICF in 2022 through the acquisition of Blanton & Associates, where she had worked since 2013. Before that, Velma worked on various projects as an independent consultant, including serving as president of Southwest Texas Water Resources (STWR). She also worked at the Edwards Aquifer Authority (EAA) for more than 20 years, serving as general manager after holding several management roles for the organization. As general manager, Velma led the organization in carrying out its mission to design, develop, implement, and administer policies and programs aimed at managing, enhancing, and protecting south-central Texas’ primary water resource, the Edwards Aquifer.

Velma also worked for the City of Austin Water and Wastewater Utility and the Assistant City Manager’s Office. She holds a Bachelor of Arts degree in political science from Texas Lutheran University, and a Master of Public Affairs degree from the University of Texas at Austin Lyndon B. Johnson School of Public Affairs.
