JC is an IT modernization leader with 25 years of experience in digital modernization in the federal, commercial, and non-profit markets.

JC is an IT modernization leader with 25 years of experience in digital modernization in the federal, commercial, and non-profit markets.

With more than two decades of experience in information technology consulting, primarily focused on software engineering modernization services and product development, JC leads our division that provides digital transformation solutions to public sector clients.

JC previously served as the chief operating officer for Incentive Technology Group (ITG), where he was responsible for corporate growth, customer delivery, and technical strategy. ICF’s 2020 acquisition of ITG significantly expanded our IT modernization capabilities and uniquely positioned us to architect and implement technology platforms that drive the strategic transformation that agencies need to meet their mandates.

JC has also served as chief operating officer of SNAP Inc., vice president strategy at CACI, vice president federal civilian at QinetiQ, and vice president of software engineering at 3H Technology. Before that, JC held different positions leading software engineering portfolios with overseas customers.

JC holds a master’s in business administration from Georgetown University and a bachelor’s degree in computer science.
