Tonia Bleecher

Senior Vice President, Health Technology Leader

Tonia has more than 25 years of experience leading federal health and technology initiatives, with expertise in strategy, business development, account management, and deploying multidisciplinary teams across the U.S. Department of Health and Human Services (HHS) programs.

Tonia has been at the forefront of driving innovation across federal health initiatives, including modernizing IT and data systems for the U.S. Centers for Medicare and Medicaid Services (CMS), managing digital assets for HHS, and advancing applications for the National Cancer Institute (NCI) Digital Services and Solutions (DSS).

Prior to ICF, Tonia served as CEO of Ventech Solutions, a healthcare technology firm specializing in public sector transformation. Her career also includes leadership roles at Truven Health Analytics/IBM Watson Health and Booz Allen Hamilton, where she honed her expertise in strategic planning, program development, and technology-driven health solutions.

Tonia is known for her performance-oriented approach and her ability to build and deploy high-performing, multidisciplinary teams across geographically dispersed environments. Her core strengths include strategy, account management, business development and capture, and client relations.

Since 2023, Tonia has served on the Board of Directors for Healthcare Management Solutions, LLC (HMS) and is helping them achieve their mission to improve lives through exceptional healthcare consulting services. She holds a Master of Community Planning in Land Use and Transportation Planning from the University of Maryland and a Bachelor of Arts in English and History from Dickinson College.
