To support the Energy Efficiency Opportunity Study, ICF created a software tool that encoded its analytical framework for identifying investments to scale-up energy efficiency. The USAID Opportunity Assessment Tool provides a simple visual interface for recording information and delivering an analysis of energy efficiency programs with the highest potential for cost-effective savings and the greatest likelihood of success. The tool is designed to be updated and expanded by USAID and other stakeholders working to advance efficiency in developing countries.
An additional feature of the Opportunity Assessment Tool is an energy efficiency building block analysis, which can be used to focus activities on barriers determined by user input. As an example, efforts to improve the building block of financial support could include educating banks about the return on investment associated with efficiency projects. Availability of appropriate lending programs promotes large-scale energy retrofits, opening new opportunities for energy-efficiency technology and related practices.
