Impacts on Low Carbon Actions and Investments of the Installations Falling Under the EU Emissions Trading Systems (ETS)

This study documented and quantified the impact the EU ETS has had on low-carbon investment and operating decisions by industry and electricity producers covered by the EU ETS since its introduction.

The study analyzed the impact of the EU ETS on low-carbon investments and operating decisions by operators covered by the EU ETS, quantified the impacts of such actions, and presented ten different case studies—including singular installations, companies, and sectors of the ETS-induced low-carbon investments in five different Member States—and analyzed the lessons learned.

The analysis took into account the economic and technological factors affecting investment decisions and detailed the operators’ assessments.
