Maryland ADEPT (Agile Digital Experience Product Transformation) IDIQ (Indefinite Delivery Indefinite Quantity) Contract

Overview

The Maryland Agile Digital Experience Product Transformation (MD ADEPT) initiative, issued by the Maryland Department of Information Technology (DoIT), is a comprehensive contract vehicle designed to streamline the procurement of digital service support for the State of Maryland. This contract can be utilized by Maryland state and local entities, as well as not-for-profit entities within the state, to access a range of digital service capabilities, including user research, user-centered design, agile software development, and continuous improvement.

Purpose

The purpose of this vehicle is to enhance the digital experience for Maryland residents by simplifying access to state resources, improving digital user experience, setting operational standards, fostering business opportunities, and securing skilled talent for efficient and inclusive digital services.

Scope

Agencies can accomplish a wide range of tasks through the MD ADEPT vehicle, including:

  • Agile software development: Developing software iteratively using modern best practices, including developing or modifying responsive web applications, REST APIs, and native mobile applications.
    • Integration support: Integrating open source, COTS, and SaaS solutions into existing or new systems.
    • Automated testing: Creating and maintaining automated test suites for unit, functional, and integration testing.
    • Deployment activities: Planning and validating application deployment scripts and providing release planning and management support.
  • Data science: Leveraging advanced analytical techniques to optimize business processes and support strategic goals.
  • DevSecOps: Implementing CI/CD, production monitoring, and production support in collaboration with engineering and operations teams.
  • Product design and management: Overseeing the design, development, and delivery of products, including managing product roadmaps and life cycles.
    • User research and user story collaboration: Conducting qualitative and quantitative research to understand user needs and behaviors, and generating user stories based on this research.
    • User-centered design: Designing digital services that are easy to use, including UX strategy, UI and visual design, rapid prototyping, and front-end engineering.
    • Accessibility and usability testing: Evaluating products for accessibility and usability, including performing Section 508 testing and usability testing with real users.
    • Plain-language content writing: Developing clear and understandable content that accurately describes state processes and requirements.
    • UX measurement: Using data to prioritize digital product improvements and optimize user interfaces.
    • Metrics reporting and analytics: Developing and communicating project metrics and product usage analytics.
