EVOLVE FC 3 offers the Department of State a single, trusted source for application services: discovery and design, secure and agile development, continuous maintenance, and streamlining modernization, all within one integrated contract.

• ICF Contract Number: 19AQMM25D0771, in support of Functional Category 3 (FC3): Application Development Services.
• Ordering Period: 5/27/2025-05/26/2032. Seven-year contract, with up to six one-year option periods. TOs may extend up to three years after the expiration of Evolve.
• Ceiling: $10B across all EVOLVE functional categories
• Task Order Types: Firm Fixed Price, Time and Materials, and Labor Hours
• Scope: FC3, Application Development Services provide holistic customer-centric software application development, testing, governance, security, release, data management, and operations support.
• Clearances: Up to Top Secret
• OCONUS: It is anticipated that there may be TOs under this contract for work outside of the continental United States.
