Mark Youman
Senior Vice President, Business Development

Mr. Youman leads ICF's Contract Vehicle Program Management Office (PMO). In this role he coordinates ICF service offerings and partners to provide professional services and technology solutions for cross-cutting contract vehicles such as GSA Alliant 2, GSA OASIS, GSA HCaTS, and CIO-SP3. His team also coordinates business development for a number of focused contracts in agencies such as the Department of Commerce, the Department of Homeland Security, and the Department of Health and Human Services. Mr. Youman has 25 years of management and technology services experience covering federal, state, insurance, and health care organizations.

Mr. Youman is a certified Project Management Professional (PMP) and is certified in Federal Enterprise Architecture. His client projects have been recognized with awards from the Industry Advisory Council, the E-Gov Institute, and the American Productivity & Quality Center. He received a B.A. from Vanderbilt University and earned an M.B.A. and a Master of Public Affairs from the University of Texas at Austin.
