Fiona Sinclair
Fiona leads ICF's Data Science and AI capability across Europe and Asia, helping governments, European institutions, and commercial organisations use data and artificial intelligence to solve complex business and policy challenges.
Fiona established and leads ICF's multidisciplinary Data Science and AI team, bringing together specialists in data science, AI, behavioural science, UX, data visualisation, and survey operations. Her team partners with policy, sector, and technical experts to develop digital platforms, AI-enabled tools, and analytical solutions that help governments, European institutions, and commercial organisations address complex business and policy challenges.
With a background in linguistics and cognitive science, Fiona brings a human-centred perspective to designing and delivering data and AI solutions. She specialises in combining technical expertise with behavioural insight and deep domain knowledge to help clients adopt emerging technologies in practical, responsible ways that deliver measurable impact.
