Billie is an expert in disaster recovery and grants management with more than 20 years of experience managing federal funds.

Billie is a disaster recovery expert with more than 20 years of experience working with state and federal agencies on complex grants management and financial management projects. Her professional focus includes accounting, implementation of quality assurance and control measures, and development and enhancement of reporting in the academic, construction, real estate, and public assistance fields.

Billie leads our grant review division, providing technical assistance and grants management processing to the Central Office of Recovery, Reconstruction, and Resiliency (COR3). On the COR3 project, Billie’s team processes thousands of requests for reimbursement and recommends disbursement for $5.6 billion in Federal Emergency Management Agency recovery and mitigation assistance. In this role, she also leads the integration of software solutions to enhance work performance and report, develop, and monitor budgets.

Earlier in her career, Billie supervised the collection of over $90 million in federal reimbursements for Tulane University after Hurricane Katrina. This work included establishing and implementing defined documentation and procurement protocols, expense tracking, and reimbursement monitoring.
