Senior Director, Transportation and Smart Mobility
Frank T. Mongioi, Jr. has more than 23 years of experience in Transportation Demand Management (TDM) and emerging mobility. His work includes implementing programs and successfully partnering with stakeholders to apply behavior-changing strategies and results. Frank has supported the New York State Department of Transportation for more than 13 years through ATDM/TDM work, 511NY Rideshare, Clean Air NY, 511NY, and the Statewide Strategic TDM Policy Framework. He has also served as a senior TDM advisor on the Atlanta Regional Commission’s long-range regional TDM plan, SCAG TDM plan, SANDAG’s on-call TDM contract, and for Southwestern PA Commission’s Regional TDM plan. He is currently a deputy project manager for the TxDOT Houston ConnectSmart program and a project officer for the NJTPA TDM and mobility plan.
Before joining ICF, Frank worked for Meadowlink, a progressive non-profit Transportation Management Association, where he managed a six-county TDM program for the New Jersey Department of Transportation and New Jersey Transit.
Frank has a master's degree and a bachelor's degree in business administration from Montclair State University. He is part of the Association for Commuter Transportation (ACT) Board of Directors and immediate past president of the Mid-Atlantic Chapter and a member of the Transportation Research Board's Committee on TDM. In 2012, he was selected as one of the "Top 40 Under 40" TDM professionals in the world by the ACT.
