Kirk Hibbert

Director, Transformation, Security & Social Services (TS3), Security and Resilience
Kirk is a national security expert with more than 30 years of experience leading diverse teams spanning maritime security, aviation, cyberspace, acquisition and program management, and international diplomacy. 

Kirk served as a Naval Officer for 30 years before joining our team in 2019 as part of cyberspace capabilities management support for the U.S. Air Force. His unique background spans numerous leadership positions, operational engagements, and notable national and global successes. 

As a leader of many diverse organizations, Kirk’s experience was instrumental in supporting our contract with the Department of Defense (DoD). This contract created the 16th Air Force, a new numbered major command that is part of a series of organizational reforms and strategic design. The 16th Air Force accelerates innovative operational capabilities and organizational constructs to advance DoD in achieving cyberspace and information dominance. 

Kirk is an experienced maritime expert. He served as the senior naval advisor for political-military affairs at the Department of State. He is an experienced aviator, and conducted numerous shipboard aviation operations as a senior pilot and flight instructor. Kirk is also an operational strategist who focuses on operations analysis, product development, public safety, and diplomacy. Some of his notable strategy achievements include developing response plans to the California wildfires, responding to a National Reconnaissance Office satellite decaying in orbit, Boston Marathon bombing response, and supporting recovery efforts to numerous natural disasters and international maritime security objectives that enforce the United Nations Convention on Law of the Sea.

Kirk earned two master’s degrees—one in systems engineering from the Naval Postgraduate School and the other in strategic and international studies from the U.S. Naval War College. Additionally, he earned a bachelor’s in technical aeronautics from Tennessee State University.
