Chad is a senior managing director in our Environmental Planning division. He’s a collaborative leader with over 25 years of experience managing and preparing interdisciplinary environmental studies and compliance documents. Chad’s industry expertise focuses on impact analysis documentation, environmental plans and programs, constraints/opportunities studies, policy consistency reviews, project management, and strategic planning. He also drives thought leadership, business development, and client relationships, business operations management, staff mentoring, and team leadership.
Chad delivers exceptional client service and technical excellence. He gives objective and proven professional advice to solve compliance problems relating to the California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), and other environmental regulatory requirements. He addresses complex issues, delivers strategic solutions, and helps clients communicate scientific results in an easy-to-digest way for stakeholders and decision-makers.
Highly motivated by challenging and thought-provoking work for both government and commercial clients. His experience spans a broad portfolio of projects, including residential, commercial, industrial, mixed-use development and redevelopment; maritime ports; public infrastructure; renewable energy and transmission; roadway and transit projects; water and wastewater; schools and campus plans; recreation and parks; habitat restoration; and community general and master plans.
Chad leads our Maritime Ports practice having dedicated over 20 years to advancing our work with ports across Southern California, the western U.S., nationally, and internationally. He heads business development, manages on-call contracts, and project delivery for numerous port projects. This includes port master plans, waterfront development and redevelopment, container terminals, break and bulk terminals, cruise terminals, on-dock and near-dock rail yards, maritime support industrial facilities, channel dredging, vessel building, and repair facilities, portfire and police stations, and public marinas.
As a leader, Chad builds and maintains healthy work environments and teams committed to quality work products and client satisfaction. His informal and calm leadership style lends itself to heading internal initiatives and programs that promote the professional development of his team members and a broader group of co-workers. Recent facilitation of division-wide project management training exemplifies Chad’s leadership skills. The program provides the tools and information to successfully manage environmental projects the ICF way to ensure clients receive the best possible service from start to finish.
An advocate of ongoing education and professional development, Chad frequently teaches courses on CEQA and NEPA environmental review processes through university extension programs, professional seminars, and customized client training. He’s currently an instructor for UC San Diego Extension’s CEQA certificate program, teaching ‘Writing Effective CEQA Document’ online.
Chad is a member of the Association of Environmental Professionals and American Planning Association and is a certified member of the American Institute of Certified Planners.
