Dr. Rebecca Mulvaney has over fifteen years of experience designing, developing, and implementing research-based human capital initiatives across a wide range of U.S. federal agencies, the U.S. Department of Defense, and state and local governments. Her primary areas of expertise include leader development, training, and development and validation of assessments. She has conducted job analyses and developed assessments for organizations such as the U.S. Census Bureau, Internal Revenue Service, General Services Administration, and the State of Alabama. Dr. Mulvaney has conducted research on training and leader development for the U.S. Center for Army Leadership and the U.S. Army Research Institute. Dr. Mulvaney currently leads a human capital practice area within ICF and serves as ICF’s Program Manager for the Human Capital and Training Solutions (HCATS) vehicle. She holds a Ph.D. in Industrial/Organizational Psychology from the Pennsylvania State University.
