Richard Lee Harding

Senior Technical Specialist

Lee Harding is a sampling statistician for ICF's survey research business with over 16 years of experience. He has experience in the design and implementation of many complex multistage probability samples and weighting procedures which include nonresponse adjustment and post-stratification.

Mr. Harding has designed multistage samples of schools, classes, and students within classes for several state-level school surveys. He has produced weighted datasets for the Florida Youth Surveys (FYS) since 2008. He has worked on multiple in-person and webinar analytical training for the MMP project.

Mr. Harding implemented the sample design for the 2008 - 2015 Quality Control for Rental Assistance Subsidy Determination Studies (U.S. Department of Housing and Urban Development) which are national studies of HUD participants. He has also produced or overseen the production of the sampling weights for the 2008 to 2015 HUD studies accounting for nonresponse and post-stratification as well as produced or overseen the production of weighted estimates and weighted variance estimates for the studies.

Mr. Harding has a master's degree in survey methodology from the University of Maryland, College Park.
