Vice President, Disaster Management
David Birken has more than 14 years of experience in complex program management and organization design. He currently oversees ICF's disaster recovery projects across the continental United States, which includes a portfolio of $40M in annual revenue and 150+ employees. He is responsible for the full lifecycle of project management, staff management, and business development.
Prior to serving in this role, David led ICF’s Human Capital Consulting and Learning practice and has experience in data analysis, statistical and formal modelling, game theory, evaluation, organizational assessment, multi-sector workforce planning, and process and performance improvement in the federal sector. He specializes in constructing methodologies and systems for conducting meta-analyses of both quantitative and qualitative data, executing data collection, statistical analysis, and interpreting data set results into actionable steps for improvement. David has a master’s degree in political science from the University of Rochester and a bachelor's degree from Colgate University.
