James Morgan

Chief Operating and Financial Officer
James is an expert in finance management, business operations and corporate transformation with over 30 years of experience.

James serves as the chief operating and financial officer for ICF. He leads all aspects of the company’s accounting, finance, treasury, budgeting, forecasting, financial reporting, and finance transformation initiatives, as well as business operations across various corporate functions and initiatives. Those include our acquisition integration office and project management office, as well as mergers and acquisitions, contracts, procurement, and corporate IT.

Prior to this, James served as the company’s chief operating officer for 5 years and as the company’s chief financial officer for eight years prior to that.

James has more than 30 years of experience working with consulting firms that serve government and commercial clients. James was previously executive vice president and chief financial officer of Serco, Inc. Before that, he spent 18 years with Science Applications International Corporation (SAIC) as the company’s SVP for Strategic & Operational Finance and Business Transformation. James began his career at Arthur Andersen & Co.
