James Morgan serves as chief of business operations of ICF, where he is responsible for leading business operations and transformation across various corporate functions and initiatives. These include ICF’s acquisition integration office and project management office, as well as M&A, contracts, procurement, corporate IT and more. Prior to this, James served as the company’s chief financial officer for 8 years.
James has more than 30 years of experience working with consulting firms that serve government and commercial clients.
Prior to joining ICF in 2012, James was executive vice president and chief financial officer of Serco, Inc. Before that, he spent 18 years with Science Applications International Corporation (SAIC) where he was the company’s business transformation officer. He started his career at Arthur Andersen & Co.
James holds a Master of Business Administration from The George Washington University and a bachelor’s degree from North Carolina State University.
