James Morgan serves as chief financial officer of ICF, where he is responsible for the overall fiscal management of the company. He leads all aspects of ICF’s investor relations, financial and sales budgeting, forecasting, and mergers and acquisitions.
James has more than 30 years of experience working with consulting firms that serve government and commercial clients.
Prior to joining ICF in 2012, he was executive vice president and chief financial officer of Serco, Inc. Before that, he spent 18 years with Science Applications International Corporation (SAIC) where he was the company’s business transformation officer. He started his career at Arthur Andersen & Co.
James holds a Master of Business Administration from The George Washington University and a bachelor’s degree from North Carolina State University.
