Mathieu regularly provides subject matter expertise on civil protection, security, and criminal justice issues. With an academic background in economics and political science, he is also a method expert. Mathieu advises public sector clients on the elaboration or evaluation of public interventions, program implementation, and performance and organizational reviews of public bodies. He offers methodological expertise and practical experience in policy reviews, funding reviews, capability reviews, business case and options development, stakeholder engagement programs, and economic appraisals.

Mathieu also brings strong project management capabilities, including training inPrince 2 and Project Management Body of Knowledge. He has successfully led several international and complex projects with diverse stakeholders and multilingual environments, as well as teams located in different countries.

With methodological know-how in policy, organizational, and program-related evaluations, Mathieu delivers a range of performance improvement projects in the justice field.
