Grants Manager - FEMA Public Assistance
ICF's Disaster Management division seeks a Grants Manager who will support FEMA Public Assistance (PA) and Hazard Mitigation projects in Oregon following the recent wildfire and straight-line wind events. The Grants Manager will work onsite with the Project Manager to ensure the applicant’s recovery priorities are met.
The ideal candidate will be a proven FEMA Grants Manager with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize disaster grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. Maintain knowledge of FEMA PA and hazard mitigation grant programs to interact with applicants, federal agency representatives, peers, and project manager
Identify and collect required supporting documentation for eligible activities
Draft FEMA project worksheets (PWs) for category A-G disaster-related activities including Special Considerations, and FEMA Cost Estimates
Design and ensure accurate project work records are maintained and accessible to meet applicant needs and audit requirements
Monitor project execution to ensure compliance with all laws, regulation, and policies pertaining to FEMA programs
6+ years of FEMA project experience including program start-up through implementation and closeout
Familiarity with emergency planning, mitigation planning and using grants management systems, including FEMA Grants Portal
Willingness to work in and travel across Oregon as necessary
Experience in the critical infrastructure market, specifically the utility sector
Proven track record of leading a team and accomplishing successful business results
Strong analytical, problem-solving, and decision-making capabilities
Strong written and verbal communication skills, emotional intelligence, critical thinking skills, and integrity and ethics
Team player with the demonstrated ability to build organizational capability, motivate teaming partners/staff to ensure high levels of engagement, and work in a dynamic, fast-paced environment
Proficiency with Microsoft Office (Word, Excel, PowerPoint and Project Management Software)
