International Trade and Tariff Data Consultant

ICF is hiring an international trade and tariff data consultant to support ICF’s contract with the USDOL’s Office of Child Labor, Forced Labor and Human Trafficking (OCFT). The position will be short-term with variable hours, up to full time. It is estimated the job will last from December 2020-February 2021, with a possible extension based on the client’s need and available funding. The closing date for applications is November 27, 2020.

Job Description:

The consultant will lead a team of analysts to identify, review, and analyze data related to US and international trade and customs that can help inform DOL’s List of Goods Produced by Child Labor or Forced Labor. This data includes import, export, trade and customs data that contains information on details on the global movement of specific goods that are already on DOL’s List of Goods or could potentially be included on the list. Examples of database are:

  • US International Trade Commission’s Harmonized Tariff Schedule (HTS) information
  • World Trade Organization (WTO)’s Harmonized System (HS)
  • U.S. Census Bureau’s USA Trade® Online
  • Global Trade Atlas (GTA)
  • Other commercial databases.

Key Responsibilities:

  • Develop methodology design and data access approach for this task
  • Lead and supervise a team of analysts in conducting data review and data analysis
  • Identify appropriate databases for the task, conduct data review and data analysis
  • Write data analysis plan, methodology and final reports

Qualifications:

  • Advanced knowledge of the key fundamentals of international trade
  • Ability to follow detailed instructions and produce accurate results, often on a quick turnaround basis.
  • Ability to conduct work in a professional and courteous manner.
  • Proficiency in English
  • Advanced quantitative data analysis skills
  • Experience working on trade and tariff databases and database management experience
  • Ability to work efficiently and effectively as part of a team and also to be self-motivated.
  • A minimum bachelor’s degree; academic or experience in international trade and experience related to human rights, international labor, child labor, forced labor and/or human trafficking would be useful.
  • Foreign language skills (Spanish, French or Portuguese) preferred but not required
