Senior IT Business Analyst
ICF is seeking a Senior IT Business Analyst to continue our partnership with the FCC. A major mission of the FCC is managing spectrum for the radio, television, wire, satellite and cable services. This project incorporates a team effort to modernize outdated FCC legacy systems and manual processes. The successful candidate for this role will have extensive experience in accurately eliciting and relaying business process, functional, and non-functional system requirements in an agile development environment to ensure the end-product software effectively meets the needs of the end-users; Full participation in the software development process from initiation to implementation—identifying possible project risks, prioritizing and tracking issues, providing detailed schedule estimates, and resolving outstanding project development concerns. The responsibilities include:
Lead regular grooming sessions with the stakeholders to ensure the highest priority stories are always estimated and in highest-to-lowest value order in the backlog.
Coordinating meetings with product owners and development team to develop/maintain the project roadmap so that future sprints and releases can be properly planned
Teaming with the product owners to decompose stories into user acceptance criteria (business requirements) to attain the proper requirements in order to manage the scope and minimize scope creep
Leading Daily Standups, Sprint Review sessions, Sprint Planning sessions, and Sprint Retrospectives so that communication is maximized and the development processes and products are transparent to the product owners.
Identifying risks and help determine mitigation strategies for projects so issues can be remediated and projects can remain on target.
Supporting developers by helping create solutions to problems that arise during coding to ensure business requirements and objectives are met.
Advising database administrators and development team to ensure database designs meet business requirements and objectives
Working with web designers to ensure that new interface designs meet business requirements and successfully integrate with existing system designs.
Identifying testing approaches and strategies with the test team and coordinating resolution of testing issues with the responsible developers.
Acting as a liaison between the product owners and developers/designers to resolve testing and production issues.
Using SQL to query the various system databases to research and resolve testing and production issues.
Coordinating with Project Managers and development teams to create Level of Effort and Rough Order of Magnitude estimates of potential FCC work in order to receive funding for future efforts.
Developing software life cycle documentation (SDLC) including Customer Requirements Documents, Release Notices, Public Notices, Implementation Plans and Impact Documents, and various internal policies and procedures documents.
Mentoring and advising the business analyst team by participating in internal, external, and ad-hoc project meetings and making recommendations for development and maintenance solutions.
What you must have:
Bachelor's degree in a technical field (e.g., Computer Science, Engineering or related discipline)
12 or more years’ experience in a Business or Data Analyst role
12 or more years’ experience developing software life cycle documentation (SDLC) including Customer Requirements Documents, Release Notices, Public Notices, Implementation Plans and Impact Documents
8 or more years’ Scrum experience leading Standups, Sprint Review sessions, Sprint Planning sessions, and Sprint Retrospectives
8 or more years’ experience working with the following technologies and methodologies:
SQL, Word, Excel, PowerBuilder, SnagIt, Acrobat, Visio, and Jira
Scrum/Agile Development, Iterative Development, Waterfall Development, and Kanban
This role requires US Citizenship due to Government Contract.
