CCDF Technical Program Specialist

Home Based

ICF seeks an experienced CCDF Technical Program Specialist to provide ongoing, prompt and accurate programmatic assistance to CCDF grantees and will support Federal staff with high quality grants management services. The Specialist will contribute to the development of innovative, high-quality products and services in support of multiple projects within the Early Education Services line of business. Associates have an opportunity to apply their academic knowledge, gain exposure to major projects, and interact with experts in the field while building content knowledge and consulting skills.

The ideal candidate will have both a background and experience in Child Development or Early Childhood Education with knowledge of the Child Care and Development Fund (CCDF) regulations and program implementation. with a focus on supporting effective CCDF administration, capacity building, and the full implementation of CCDF requirements. Specialists be responsible for the design, development, and implementation of TTA to promote, support, and improve the early development of children from the prenatal stage to five years of age using research-based practices. 

This position is home-based and will involve 20% travel to OCC sponsored events.

Key Responsibilities:

  • Support the team in conducting a variety of activities and projects related to the administration of Child Care and Development Fund (CCDF).
  • Initiate frequent and ongoing communication with assigned team regarding assigned tasks and activities.
  • Support OCC regional onsite visits including preparation for the visit, visit logistics and the post-visit reporting.
  • Support Office of Child Care (OCC) Regional staff to ensure CCDF Grantees receive program information, including Information Memorandums, Program Instructions, and OCC announcements regarding initiatives, priorities, and quality expectations.
  • Maintain detailed and complete official electronic files, records, and requests for support pertaining to tasks and activities assigned by the client.
  • Review programmatic status reports, program data, and other resources in support of client priorities and tasks.
  • Support implementation of Webinars and special training events or other activities as requested by OCC.
  • Support OCC Regional staff in developing strategies for CCDF grantee support and oversight.
  • Coordinate with leadership and technical assistance teams to identify ways to address administrative and program improvements in a coordinated, comprehensive and holistic manner.
  • Review, interpret and utilize a broad array of data to identify trends, and assist each OCC regional staff to use the information to establish objectives for change and identify steps and processes needed for implementation.

Basic Qualifications:

  • Bachelor's Degree in Early Childhood Education, Program Design and Management, Public Administration or related field.
  • 5+ years of demonstrated experience in early childhood, public policy or related areas.
  • Ability to travel 20%
  • Ability to pass MVR/have active verifiable drivers license
  • Knowledge of CCDF regulations, Head Start performance standards, and all applicable federal, state and local laws, rules and regulations.
  • Ability to develop training and TA content, including excellent written and verbal communication skills.
  • Experience coordinating teams to establish and track project plans, milestones, and timelines for project deliverables.
  • Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, Skype) and other E-learning, webinar, and project management tools including SmartSheet.
  • Ability to maintain up to date knowledge of current child development practices and research based early childhood quality improvement methods and approaches.

Preferred Skills/Experience:

  • Master’s Degree Early Childhood Education, Program Design and Management, Public Administration or related field.
  • 5+ years of demonstrated experience in early childhood, public policy or related areas.
  • Knowledge of CCDF regulations and all applicable federal, state and local laws, rules and regulations.
  • Ability to develop training and TA content, including excellent written and verbal communication skills.
  • Experience coordinating teams to establish and track project plans, milestones, and timelines for project deliverables.
  • Experience supporting the implementation of the CCDF program at the Federal, State or Local Level.
  • Experience providing training at State, Regional, or National Meetings and technical assistance to individual organizations.
  • Experience at state and/or national level with policies, early care and education regulations, and systems, particularly the implementation of the CCDF and/or other state early learning programs.
  • Experience with content knowledge related to child care licensing, subsidy administration, Quality Rating and Improvement Systems (QRIS), child assessment, and other early childhood programs and initiatives.
  • Excellent verbal, interpersonal, and written communication skills.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Team player with the ability to multi-task in a fast-paced environment.
  • Demonstrated outstanding level of professionalism in providing administrative support, including the ability to exercise good judgment, discretion, tact, and diplomacy.
  • Sound business ethics, including the protection of proprietary and confidential information.
  • Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.
  • Ability to work with all levels of internal staff, as well as outside clients and vendors.
  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary.
