Transit Planner

ICF is seeking a Transit Planner to perform technical, professional and analytical work related to Transportation and Transit planning, and facilitate stakeholder meetings, under the guidance of more senior planning personnel. Duties may include:

  • Work with transit planner to evaluate plans for impacts to transit disruptions to existing routes/services, such as Work Zones and special events), land use studies to promote pro-TDM and Transit policies and measures, experience with data produced by AVL, APC, AFC and other transit technologies.
  • Read and analyze demographic and geographic data, apply spatial data analysis skills to graphically display ridership and demographic trends, and communicate trends.
  • Manage and evaluate on-time performance data.
  • Provide support for Paratransit Operations and human service transportation, including preparing reports, researching contract compliance, analyzing ridership and performance data and other duties as required.
  • Conduct interagency review of transportation plans; review and comment on proposed land use developments or road projects to promote the incorporation of pro-transit policies and measures.

The Transit Planner should have experience in the following areas:

  • Transit planning and analysis to work including experience supporting transit agencies evaluate plans for operational improvements, accessibility, multimodal integration (park and ride, ridehailing, shared use mobility services, microtransit, AV shuttles)
  • Transportation planning and policy, addressing issues related to statewide, metropolitan, and/or corridor planning, and performance-based planning and programming.
  • Community and environmental impact assessment issues, such as livability, equity, environmental justice, and public health.
  • Transportation asset management and economic analysis, including risk assessment, benefit-cost analysis, and system condition and performance assessment.
  • Transportation data analysis and policy analysis related to transit and/or passenger travel.

  • Contributing to the development of innovative, accurate, timely, and high quality products and services, typically working on multiple projects with all levels of staff
  • Collecting and analyzing data
  • Developing literature reviews and research scans
  • Conducting interviews and developing case studies
  • Solving quantitative and qualitative problems
  • Developing reports and presentations
  • Interacting and communicating with clients
  • Managing task or project schedules, budgets, and quality of work 

Qualifications & Professional Skills: 

  • Master’s degree in urban planning, public policy, transportation/civil engineering, or related subjects
  • 5+ years of experience in transportation planning, transit planning and/or operations, or asset management
  • Knowledge of transit systems operating principles, practices and technologies
  • Strong transit and transportation data management and analysis skills
  • Strong background in transit and spatial data and analytical methods, in particular experience with transit data encoded using General Transit Feed Specification (GTFS) and related GTFS specifications (realtime and Flex).
  • Experience conducting transportation projects for the U.S. Department of Transportation, the Transportation Research Board, and/or state and local transportation agencies.
  • Strong mathematics, data collection, spreadsheet, and spatial analysis skills
  • Experience in one or more analytic tools including spatial analysis tools such as ESRI and other open source software
  • Experience with managing data using multimodal standards such as GTFS, GTFS family specifications, GBFS, SIRI, Shared Streets
  • Experience programming in data parsing languages such as PHP or Python and encoding data using JSON, GeoJSON, Rest or XML.
  • Strong oral and written communications skills, including experience researching and writing high quality documents.
  • Identifies and meets the needs of clients within established guidelines.
  • Understands task expectations and how tasks fit in the overall project.
  • Works collaboratively with project team and client to achieve established goals.
