Program Analyst - Plans & Program

ICF is seeking multiple cyber professionals, with prior military, civil service and/or contractor experience within Air Force Space Command (AFSPC), Air Combat Command (ACC), and 24 AF staff, to provide plans and programs support for the transition of the Air Force Major Command (MAJCOM) cyber portfolio roles and responsibilities from AFSPC to ACC. Duties include support for all traditional elements of A-Staff support within a MAJCOM.

What the team will accomplish:

  • Manage TS/SCI programs 
  • Support Global Force Management (GFM) activities 
  • Assist with capabilities-based planning, programming, and budgeting for designated system-wide unique equipment, upgrades/modifications, initial spares, and other weapon system-unique logistics issues
  • Provide strategic vision for the Service Core Function (SCF) and force structure 
  • Facilitate capability requirements documents (such as Core Function Support Plan) and provide capabilities management and gap-fill analysis for weapon system and major programs areas 
  • Provide and support capabilities-based risk assessments, leveraging the AF Risk Assessment Framework to develop capability requirements 
  • Provide life cycle cost assessments, cycle times, and requirements for acquisition forums
  • Maintain, support, and update a list of ongoing and forecasted Capability Based Assessments (CBAs) and Analysis of Alternatives (AoAs)
  • Development and present requirements strategy 
  • Assist with IT and cyberspace portfolio management, oversight, and budgeting
  • Maintain Information Support Plans 
  • Review and coordinate directives and plans and participate in working groups
  • Assist Functional Managers and weapon system Functional Area Managers 
  • Assist with the management of training, health, and manning of cyberspace career fields 
  • Develop a full understanding of the ACC’s organization, mission, capabilities, business practices, and mission partners within the cyber training and evaluations arena
  • Demonstrate and work with ACC’s mindset and knowledge regarding all work products and services
  • Write, read, and conduct research at an advanced level for work in an executive environment
  • Utilize strong time-management skills and communicate at an executive level across a diverse workforce to build constructive work relationships with the client

What you need to be considered:

Five years of experience/knowledge of USG principles, methodologies, and approaches used in Resource Management, Budgeting, and Acquisitions that support cyberspace requirements, to include experience preparing, planning, and executing USG, or corporate financial strategies. 

Desired qualifications:

Experience in:

  • Managing USAF’s Cyber Weapon Systems and associated portfolios 
  • Conducting SORTS and DRRS reporting in addition to USCYBERCOM IOC and FOC CMF criteria 
  • Conducting JP 5.0 planning for cyberspace operations 
  • Conducting AF initiatives, including Mission Defense Teams, Cyber Protection Teams, Cyber Squadron Initiative, AFIN CSSP, and Weapon System OCO/DCO 

Additional qualities for specific team positions

  • 4+ years’ of experience preparing, planning, and executing USG, or corporate financial strategies and a bachelor’s degree
  • Active Top Secret with SCI eligible government clearance 
  • Willingness and Ability to work full time in the Hampton, VA area
  • Occasional temporary duty (TDY) travel required
