QA/QC Lead – Disaster Recovery

ICF is seeking a CDBG-DR QA/QC Lead to help the State of Texas manage federal grants to carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in its communities.

ICF seeks an experienced, senior professional to support mitigation and disaster recovery efforts for the state of Texas and local governments. You should have in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant (CDBG) and Community Development Block Grant – Disaster Recovery (CDBG-DR) programs as well as other applicable Federal disaster recovery programs or with local emergency management agencies. You will work onsite with senior staff, subject matter experts, and junior staff to develop and implement policies and procedures for post-disaster recovery efforts.

This is a senior level position requiring the ability to think on one’s feet and adjust to an ever-changing environment.

Key Responsibilities:

  • Provide overall leadership to teams assisting and implementing post-disaster recovery efforts, including Policy, Compliance/Monitoring, and Data Governance Teams
  • Supervise a team of QA/QC Analysts, and work as part of that team providing expert services to support housing and community development and disaster recovery efforts
  • Report findings and concerns from QA/QC Analysts, and provide guidance and expertise on how to resolve these errors and deficiencies in context of Federal regulations as well as recommendations to resolve those errors (CDBG-DR, cross-cutting Federal requirements, Duplication of Benefits, etc.)
  • Provide advisory and consulting services to clients through training sessions, one-on-one conversations, and written products as it pertains to accuracy and completeness of program files, documentation and data
  • Work with staff to set up systems and be available to interpret and apply the regulations within the context of these systems
  • Provide training and technical assistance in the field of housing, economic development, and/or community development, especially by translating policies and procedures into a comprehensible format for junior staff
  • Develop written products and tools for grantee policies and procedures, program implementation, and design, such as QA/QC checklists, job aides, and standard operating procedures
  • Help refine program procedures and processes for implementation, as needed
  • Other tasks to help implement CDBG-DR funded programs, as needed

Basic Qualifications:

  • Bachelor’s degree in Planning, Public Policy, Government, Accounting, or a related discipline
  • 10+ years direct experience in:
    • Providing training and technical assistance in the field of affordable housing, economic development, and/or community development, or
    • In-depth, hands-on experience with CDBG/CDBG-DR programs, regulations, and implementation, or
    • Compliance and monitoring experience pertaining to government benefits or financial data
  • Experience with creation of housing and community development subject-related materials, such as training and technical assistance tools, presentations, handouts, etc.
  • Established knowledge of how housing and community development programs are implemented at the state and local level

Preferred Skills/Experience:

  • Master's degree in Planning, Public Policy, Government, Accounting or a related discipline
  • Experience working in a consulting firm, development organization, or public agency preferred

Professional Skills:

  • Excellent verbal, interpersonal and written communication skills
  • Strong analytical, problem-solving and decision-making capabilities
  • Project and personnel management skills
  • Team player with the ability to work in a fast-paced environment
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
