Disaster Recovery Construction Manager - Texas
ICF seeks an experienced professional to serve as a CDBG-DR construction manager within the Disaster Management division. The Disaster Management division works with government agencies and communities to design and implement policies and programs to promote increased resilience to disasters and long-term housing, economic and infrastructure recovery after disaster strikes. Our functional expertise is in program management and operations, technical assistance, training, website development, compliance and monitoring, and performance measurement and evaluation. Clients include states and localities administering HUD and FEMA funded disaster recovery programs. We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, residential rehabilitation and reconstruction, infrastructure, disaster planning and recovery, financial literacy, job training, and others. As a CDBG-DR construction manager, you should have in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant Mitigation (CDBG-DR) program as well as other applicable federal disaster recovery programs. You will be responsible for providing CDBG-DR construction management and assist with the successful implementation of disaster recovery inspections and assessments associated with various HUD-funded recovery efforts. This is a position that requires the ability to think on one’s feet and adjust to an ever-changing environment.
- Work as part of a team providing expert services to support disaster recovery efforts with a focus on residential construction, inspections, cost estimating and environmental requirements (lead-based paint, asbestos, mold, section 106).
- Coordinate site inspections to estimate the cost of qualifying damage and construction work to be included in the scope of the project;
- Conduct pre-bid walkthroughs and pre-construction meetings with builders and homeowners on housing rehabilitation, reconstruction, and mobile home replacement projects;
- Coordinate with building departments, municipalities, and grantees to determine inspection requirements based on approved projects;
- Review and analyze damage assessments, inspection reports for previous repairs (IRPR), and estimated cost of repair reports (ECRs).
- Coordinate and conduct progress inspections for construction projects.
- Develop independent cost estimates using Xactimate.
- Assist with development or refining program procedures and processes for implementation.
- Ability to interpret and apply HUD requirements, local building codes, and program policy as it relates to disaster recovery construction activities.
- Review, understand and incorporate environmental requirements in scopes of work.
- Ensures site-specific environmental reviews are properly completed

- Bachelor’s degree from an accredited university or college with major course work in construction management, engineering, or a related field. (preferred).
- 3-years experience in CDBG-DR construction management, inspections and assessments.
- 5+ years experience in CDBG-DR construction management, inspections and assessments may be substituted for education.
- Xactimate 27 or higher proficiency as it relates to CDBG-DR construction, damage assessments and cost estimates (required).
- Ability to assist in the development of a comprehensive construction management monitoring plan.
- Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and “client-ready” deliverables
- Oral communication and interpersonal skills with the ability to explain building codes, procedures, and resolve issues between multiple parties;
- Ability to work on several projects or tasks simultaneously;
- Ability to work independently or as a team;
- Knowledge of IRC and IBC codes, and residential construction and building practices.
- Housing Quality Standards Inspector Certification is desired, but not required.
