Community Development Consultant-On-call - Homeless Services, Data

We partner with U.S. federal agencies, state and local government, non-profits, and other community partners in their efforts to end homelessness. This position is on-call (part-time with variable hours; maximum 30 hours per week but may be less) and you can work remotely. What you’ll be doing:

  • Help prevent and end homelessness by supporting technical assistance projects
  • Work on training, strategic planning activities, system and program design and evaluation, data analysis, system modeling, research, and policy development
  • Work with a diverse set of stakeholders including communities receiving technical assistance through HUD’s Office of Special Needs Assistance Programs
  • Develop/deliver training sessions, conference presentations, workshops, and webinars
  • Focus on best practice strategies related to HUD’s homelessness assistance grants programs to end homelessness and supporting communities with HMIS implementation in complex environments, providing technical assistance on topics including but not limited to regional/statewide HMIS collaborations, HMIS Governance Structures, Privacy and Data Sharing, Comparable Databases, data migration and HMIS Vendor/Lead transitions
  • Contribute to the design of tools, drafting of reports, research, and development of policy guidance
  • Assist in identifying new business opportunities, writing proposals, and managing contracts as requested
  • This is a home-based position and up to 25% travel may be required

Basic Qualifications you’ll need to have: 

  • Minimum 8 years of professional experience in similar field, of which at least 5 years’ experience involve working in the homelessness field and working with local HMIS implementations
  • Extensive knowledge of the McKinney-Vento Act and regulations governing the Continuum of Care and Emergency Solutions Grants programs
  • Demonstrated success developing and delivering trainings/workshops/webinars, facilitation, and public speaking to a variety of audiences
  • Bachelor’s Degree in Social Work, Planning, Public Policy, Government or a related discipline

Preferred Skills/Experience: 

  • Experience and expertise in other federal mainstream housing and services programs
  • Experience in program evaluation and policy development related to homelessness and supportive housing
  • Experience in administering a local HMIS implementation in a complex environment  
  • Master's Degree, or higher education

  • A commitment to ending homelessness
  • Excellent verbal, interpersonal and written communication skills
  • Strong analytical, problem-solving and decision-making capabilities to analyze situations, identify existing or potential problems, and recommend solutions
  • Ability to multi-task with various projects and responsibilities
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
