Senior Program Manager and Engineering Lead

To support our growth, we are currently seeking a senior manager to lead commercial energy efficiency programs and engineering staff in the Mid-Atlantic region. In addition, this person will act as a strategic advisor providing insight and helping to shape future utility programs.  The chosen candidate will be responsible for the overall implementation of an existing C&I program for multiple clients including program outreach, financial management, client interactions, and regulatory support.  In addition, the candidate will manage, develop, and mentor a team of in-house and subcontracted project engineers and collaborate with other resource groups including marketing, IT, and multiple program managers.  

Key Responsibilities:

  • Overall management of utility program including financial management, contract deliverables, strategic planning, quality assurance, and operational efficiencies
  • Provide technical assistance and guidance on energy efficient technologies and practices to companies participating in utility-sponsored programs
  • Evaluate the performance of energy efficiency measures in commercial buildings to determine the most cost-effective enhancements
  • Collaboration with a multi-functional project team comprised of technical and marketing specialists (including ICF internal staff and subcontractors) to ensure timely and professional completion of all tasks to achieve specific program goals and objectives
  • Coordinate and oversee continuous improvement efforts to maximize program performance and reduce operating costs
  • Manage process of incoming project applications, tailor distribution based on workload and skillset of engineering staff, and provide oversight and technical assistance to ensure timely completions
  • Manage, mentor, and be a technical resource for a team of project engineers who are based in the Mid-Atlantic
  • Maintain comprehensive project tracking and forecasting and provide leadership with relevant status updates and trending information 

Other Responsibilities

  • Build and maintain relationships while driving businesses toward the implementation of energy performance improvements using existing market knowledge and proven energy efficient technologies 
  • Assist with overall strategic planning across ICF’s commercial and industrial program implementation offerings to grow ICF’s technical capabilities to this market
  • Contribute to the overall growth of ICF through exemplary program performance, business development, and thought leadership 

Basic Qualifications:

  • Minimum of a bachelor’s degree in engineering from an accredited institution
  • 5+ years of experience developing, designing, and managing successful projects focused on the commercial and industrial sectors
  • 10+ years of experience managing commercial projects
  • 5+ years of experience managing a team (both in-house and virtual) including direct reports and project staff
  • Strategic mindset with the ability to identify new opportunities or solutions to meet the challenges of utility clients or trade allies
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, and Excel)

Preferred Skills/Experience:

  • Certified Energy Manager and Professional Engineer
  • Master’s degree in Business Administration
  • Experience in the development, maintenance, or design of technical standards such as LEED or ENERGY STAR
  • Ability to establish influential partnerships at all levels, inside and outside the company
  • Demonstrated experience with business development and client development
  • Demonstrated experience in continuous improvement and quality assurance/control theories, techniques and application 
  • Recognized internally and externally for expertise in functional area
  • Firm understanding in procurement best practices and contract administration
  • Industry certifications, professional affiliations, and publications
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
