  • The Workforce Innovations and Poverty Solutions (WIPS) Team provides rigorous research, evaluation and technical assistance to address a diverse set of critical social issue areas including employment and workforce programs, career pathways, fatherhood and family support initiatives, and interventions for families in at-risk situations. 
  • We are seeking a Senior Apprenticeship Demonstration Pilot Project Manager to serve on a contract for transitioning service members (TSMs). Key Responsibilities: 

  • Lead the development and implementation of a comprehensive plan (strategy, structure, curriculum, locations, timelines, staffing, processes, and outcome metrics) to implement pre-separation apprenticeship programs for TSMs;
  • Oversee eight pilot apprenticeship programs and a cadre of State Veterans Apprenticeship Coordinators across continental U.S. locations (CONUS);
  • Support the implementation of pre-separation apprenticeship programs and connecting TSMs to registered apprenticeship programs (RAPs) and Industry Recognized Apprenticeship Programs (IRAPs) prior to separation for placement post discharge;
  • Lead and work in partnership with a Senior Transition Assistance Program Partnership Outreach Lead and Senior Communications Specialists to effectively engage key external stakeholders (community-based organizations, veterans’ organizations, Chambers of Commerce, Workforce Development Boards, Economic Development Agencies, business and industry, postsecondary institutions, and other external stakeholders); and
  • Provide senior leadership around written and verbal communications, strategies, and messaging to pilot sites, TSMs, and key stakeholders around the Apprenticeship Demonstration Pilot  (including promoting cooperative education, internships, and shadowing.

Basic Qualifications: 

  • Master’s or similar degree in education, business, communications, or related social services field.
  • Candidates who have at least 15 plus years at the Federal and State levels with developing and implementing apprenticeship programs.
  • Candidates that have worked for 15 plus years in the field of education and workforce development around apprenticeships, career and technical education curriculum, higher education institutions, and job shadowing/internships.
  • 10+ years of stakeholder engagement and partnership building with schools, workforce development boards, higher education, chambers of commerce, employers, and industry associations.

Professional Skills: 

  • Ability to lead a core team of staff in implementing pilot program
  • Demonstrated ability to present complex information in an understandable and compelling manner
  • Demonstrated experience in serving on workforce development and education networks, advisory boards, and other stakeholder groups
  • Demonstrated experience working under pressure, both individually and collaboratively in a team environment
  • Strong presentation and communications skills
