Job Description

We are currently seeking a Program Manager to lead and grow ICF’s Commercial Midstream Energy Efficiency Programs in Maryland, but also national midstream market channels. You will lead the strategy, development and management of Baltimore Gas & Electric (BGE), Pepco and Delmarva Power’s Commercial and Industrial (C&I) Midstream Programs and build relationships with clients, mentor junior team members, design/implement program strategies and plans, as well as develop and execute marketing and recruiting strategies.

In this role you will oversee the development, execution, and evaluation of program documents; communications with all key stakeholders and team members; contract activities and quality deliverables; management of budgets and project schedules; and coordination with a team of energy efficiency experts. You will also contribute to the development of program design strategies and implementation plans; development and execution of marketing strategies; design of merchandising layouts, development of promotional plans; quality control measures; and building, development, and maintenance of relationships with key organizations, specifically in the distributor and retailer sectors. Program management responsibilities include designing and deploying across utility clients in the Mid-Atlantic while also serving as a liaison between program clients and distributors/retailers nationally.

Key Responsibilities:

  • Develop relationships and partnerships with major local and national and regional distributors, suppliers and manufacturers
  • Align marketing, promotional, and merchandising activities for energy efficient products with key utility contracts across the nation
  • Effective project and budget management
  • Analyzing market trends and technologies to deploy midstream programs
  • Program design, including identification, analysis and selection of appropriate product offerings for effective program delivery
  • Program implementation to include developing program theory, design, delivery  and successful execution of utility based programs
  • Designing and executing midstream programs that will be delivered to the client
  • Developing comprehensive plans to include: resource/labor, communication, implementation, project and quality assurance/quality control (QA/QC)
  • Maintain comprehensive project tracking and provide leadership with relevant status updates and trending information
  • Manage program forecasts, budgets, and key performance indicators (KPIs) while providing regulatory support
  • Mentoring, leading, and collaborating with program team members
  • Building and maintaining relationships while driving businesses toward the implementation of energy performance improvements through the use of existing market knowledge and proven energy efficient technologies
  • Provide oversight and mentor junior staff working on the Midstream Program, which currently includes 1 direct report

Basic Qualifications:

  • Minimum of a Bachelor’s degree from an accredited institution
  • 5+ years of experience developing, designing, and managing successful energy efficiency projects and/or programs.
  • Experience managing a team (both in-house and virtual)
  • 2+ years of experience managing consulting projects

Preferred Skills/Experience:

  • C&I energy efficiency project and/or program experience
  • Ability to establish influential partnerships at all levels
  • Strategic mindset with the ability to identify new opportunities
  • Demonstrated experience with business development and client development
  • Demonstrated experience in continuous improvement and quality assurance/control theories, techniques and application
  • Recognized internally and externally for expertise in functional area
  • Firm understanding in procurement best practices and contract administration
  • Industry certifications, professional affiliations, and publications
