ICF’s Enterprise Cyber & Resilience Division is seeking an experienced ID/IQ Program Manager to serve as the Program Manager for a large Navy program for the Navy Information Warfare Center Pacific client (formerly SPAWAR Systems Center Pacific-SSC Pacific).  Candidate will serve as the client’s primary point of contact & will maximize ICF’s position on this contract.  The successful candidate will ensure compliance with contract & client objectives and manage to a growth target aligning to ECR’s broader growth objectives.  Candidate must possess solid project, program, and portfolio management experience, successfully oversee multiple simultaneous work orders, and generate revenues under the vehicle.  Candidate will work with clients to drive work to this vehicle and shall provide oversight over the task orders that are awarded.  As part of the growth mandate, the candidate will identify & sustain vehicle pipeline and will work with ECR leaders to capture, shape and win work under the ID/IQ.  

Primary duties include:

  • Managing customer relationships with Navy & broader federal government clients to develop, mature and place work under vehicle
  • Maintaining active pipeline of task orders under the vehicle
  • Build, sustain & manage relationships with peer Prime contractors and industry 
  • Demonstrate success developing and presenting complex ideas to executive audiences and effectively articulating customer positions, status and strategies to senior management in a clear, concise and decisive manner
  • Identify opportunities for program growth and actively propose and pursue appropriate enhancements and changes
  • The successful candidate will be growth oriented possessing strong solutioning and capture skills. 
  • Facilitate team and client meetings effectively and conduct regular status meetings with the project team
  • Ability to focus, evaluate, motivate and reward the teams, enabling them to achieve desired results
  • Create and execute project scope, goals, milestones and deliverables with management responsibility for the entire program
  • Identify resources needed and assign individual responsibilities
  • Review deliverables prepared by team before releasing to client
  • Resolve and/or escalate issues in a timely fashion
  • Perform quality assurance throughout all phases of the project
  • Skilled in planning and organizing projects
  • Ability to gather and present data in appropriate formats (text, flowcharts, graphs, spreadsheet)
  • Develop and delivers progress reports, proposals, requirements documentation, and presentations

Basic Qualifications

What you will need:

  • Bachelors’ degree from an accredited University in the field of Cybersecurity, Computer Science, Information Technology, Engineering, Mathematics, Business or Economics
  • 8+ years project management experience with a >$500M DoD ID/IQ contract focused on cybersecurity, cyberspace operations 
  • Previous Navy military experience
  • Previous Navy Cyber and Navy Pacific customer relationships 
  • Project Management Professional (PMP) Certification 
  • Excellent written and oral communication skills
  • Excellent presentation and data analysis skills
  • Demonstrated growth achievement / proven business development skills
  • Specific experience to include but not limited to Navy cyber operations, Navy mission assurance, Navy critical infrastructure/resiliency
  • Exceptional client relationship & the ability to nurture new relationships
  • Solid knowledge of federal government contracting and budgeting processes 
  • Solid computer skills with Microsoft applications (Word, Excel, PowerPoint, Project and Visio)
  • Active DOD clearance
  • Be able to work in a matrix and collaborative environment 
  • Knowledge of Project Management methodologies and tools

Other considerations:

  • Advanced Degree/cyber certifications desirable; opportunity to continue with technical education as part of role
