Job Description

We are looking for talented, highly motivated Cost Analyst to join ICF in support of a large, business analysis and management support services contract within a CIO organization. This position will be located in Arlington, VA.

You will work with a team of 50+ contractors on our program to determine client needs, gather requirements, develop mission metrics, assess solution readiness, perform research and analysis, and provide general program and project support. The candidate will demonstrate excellent client engagement skills with the ability to quickly develop relationships at all levels of the organization.

What you will be doing: 

  • Support client by designing and developing cost models, estimates, and methodologies
  • Conduct quantitative research, including use of large data sets and cost/technical/performance information
  • Assist with improving Cost Estimating Techniques, Processes, and Tools
  • Assist with the development of Business Case Analysis (BCA), Analysis of Alternatives (AOA), Government Cost Estimates (GCEs), Cost-Benefit Analysis, Rough Order of Magnitude (ROM) Cost Estimating, and Basis of Estimates (BOEs)
  • Support the transition of Cost Estimating products into budget-ready documents by Time-Phasing quantities and dollars over the life of the program, and developing/applying appropriate inflation indices
  • Assist in development of the Affordability Analysis prior to senior level review

What you will need:

  • Bachelor's degree in a quantitative field
  • 5+ years of experience with cost estimating/analysis procedures and methodologies for  federal government IT projects
  • Demonstrated experience with Business Case Analysis, Analysis of Alternatives, Government Cost Estimates, Independent Cost Estimates, ROI Analyses, Cost Benefit Analyses, and Acquisition Management

Professional Skills/Experience:

  • Exceptional research and writing skills, including editing and proofreading skills
  • Qualitative and quantitative data collection and analysis skills
  • Demonstrated ability and achievement related to critical thinking
  • Solid oral communication skills, including experience with developing and delivering presentations
  • High level of attention to detail
